Technical debt can be an emotionally charged topic of discussion between the debt-adverse and the debt-tolerant. Is it an evil that must be eradicated or an unavoidable occurrence that can be leveraged for good? How to handle technical debt can become a point of contention within a team or even across an entire organization.
According to David Brown, an agilist within the innovation center for a 100+-year-old American electric power company, people use the term “technical debt” when they start experiencing bugs or can’t push to production, but by then it’s already too late. Brown suggests that the business and IT come together and create a shared understanding of technical debt - then the teams can ask themselves “what do we consider healthy?” and create the protocols for dealing with technical debt.
